[sinhala] Documentation on Sinhala Input

Hi all,

We are few hours into an 40 hour codefest. This is a part of the Asia
OSS, which in turn is a part of the National FOSS Week
(http://www.foss.lk). Right now, the room is filled with some great
programmers. We are have Martin, former DPL (Debian Project Lead) in
this room and Niibe, a kernel hacker from Japan.

It seems that if there is a document on Sinhala input, it will be
really valuable to others to offer help. Is there such a document? Or
do you guys think it's something that we should create? I already
explained complexities of Sinhala input, but a general document is
useful.
