I am making this comment without really reading through the whole thread,
so forgive me if I am out of context. SLS 1134 is not really an encoding
standard at all.. its a ripoff of Unicode. SLS 1134 should have been an
annexure to the unicode book, which is availble on unicode.org.
SLS gives some guildlines on how a font designer should create the opentype
rules. The character sequences are stored in opentype font tables, and on
top of that you need whole heap of stuff to render unicode text. Anuradha
has explained it better than me. Likewise for
sorting/collation/trasliteration etc.. you need special i18n libraries like
IBM ICU. The standard SLS has defined is not in alignment with other indic
scripts, and IMHO it has confused the seperation of encoding and rendering.
Our scripts have been considered as phonetic scripts, and SLS standard
tries to make is less phonetic as possible.
No point in trying to change SLS 1134, since dont think we'll ever convice
unicode to change our codepage. But if you really think you need extra
characters, you can assign them from the PUA (private user area)
