There's a bit of a terminology disconnect. I suspect you mean
transliteration keymap and not a phonetic keymap.
Phonetic: "Representing the sounds of speech with a set of distinct
symbols, each designating a single sound: phonetic spelling."
ie. In a keymap's case, each key designates a single sound.
A transliteration keymap on the other hand uses many key presses to
represent some of the single sounds. eg. 'i' & 'i' for the ඊ (iiyanna).
So, I'm curious which transliteration scheme you used? Seems a bit like
the Sumihiri scheme.
